confusion might be caused in the minds of sentries if they were

ordered to challenge three times in certain circumstances and once

in others and the Heads of the Services are in consequence issuing

orders that authorised guards shall challenge three times in all cases

before shooting.

A period of time was allowed to elapse between the

enactment of the Ordinance and the issue of my Proclamation of 9th

December bringing the Ordinance into operation in order that the

Services might ensure that all protected places were properly marked

by signboards, and that the necessary notifications might be issued

to the public.

At the time that the Ordinance was enacted it was thought

that it might be necessary in some cases to make use of civilians

without military training as authorised guards. As the result of

further discussions with the Services, it has been possible to limit

the list of protected places to Service establishment and in con-

sequence the majority of the authorised guards will be regular Service

personnel. The remainder will be members of disciplined bodies of

a quasi-military nature such as the Royal Naval Dockyard Police. No

civilian watchmen will now be armed. The members of the Dockyard

Police will have training in the use of firearms and the greatest

care will be taken to ensure that all authorised guards are capable

of the proper execution of their duties.
